Commercial Asset Strategy Division (CASD)
The Commercial Asset Strategy Division (CASD) was created in 2007 following realignment within the Ministry of Public Infrastructure Renewal.
The CASD leads alcohol and gaming policy in Ontario and manages the relationship between the government and its alcohol and gaming agencies: the Liquor Control Board of Ontario (LCBO) and the Ontario Lottery and Gaming Corporation (OLG).
Alcohol Policy Branch
This branch focuses on the ministry’s policy and program work with the LCBO and its associated sectors, including such programs as the Deposit Return Program. The Alcohol Policy Branch also helps coordinate the development of policy to support government direction in responsible consumption of alcohol and economic development of the alcohol sectors. The branch liaises with external related stakeholders in the wine, beer and spirits industries, the federal government, other provincial jurisdictions and international trading partners.
Gaming Policy Branch
This branch focuses on the ministry’s policy and program work with the OLG. The Gaming Policy Branch also helps coordinate the development of policy to support government direction in responsible gaming and economic development of the gaming and horse-racing sectors. The branch liaises with external related stakeholders in the gaming industries, the federal government and other provincial jurisdictions.
The LCBO and OLG help support government spending on a variety of programs through dividends to the Province currently totaling more than $3 billion annually.
Infrastructure Policy and Planning Division (IPPD)
PIR is the central agency responsible for infrastructure policy and planning. It is also responsible for identifying and recommending infrastructure projects for alternative financing and procurement submitted by ministries through the annual infrastructure planning process.
IPPD is responsible for overseeing Infrastructure Ontario, including assessing the impact of Alternative Financing and Procurement projects. IPPD is also responsible for the Toronto Waterfront Revitalization Initiative, including the revitalization of the West Don Lands.
Ontario Growth Secretariat (OGS)
The Ontario Growth Secretariat (OGS) is responsible for implementing the province's Places to Grow initiative. The OGS works to coordinate provincial decisions related to growth planning and build partnerships with stakeholders to promote the government's goals related to growth. It does this by overseeing the development and implementation of provincial growth plans created under the Places to Grow Act, 2005. Growth plans help to ensure that decisions about growth are made in ways that sustain a robust economy, build strong communities and promote a healthy environment.
The Real Estate Division is responsible for policy development, planning and oversight related to the strategic management of the government’s real estate portfolio including accommodation, property management, lands, corridors, and other owned and government controlled real estate assets.
The Real Estate Division also functions as the liaison between central agencies, ministries, broader public sector agencies and the government and provides oversight and direction to the Ontario Realty Corporation (ORC). The Division works closely with the advice of the ORC and input of ministries to develop policies, frameworks and strategic direction to support real estate planning and decision-making.
